C’était un jour d’assemblée plénière aujourd’hui à la Région. Le débat de politique générale qui ouvre chaque séance pouvait sans peine se nourrir de l’actualité. Voici l’intervention que j’ai effectuée parlant au nom des conseillers régionaux écologistes. Sur…l’état du pays, la fiscalité camions, la TVA transports, le débat public incontournable sur la liaison A-28 / A-13, sur la « grève » des clubs de foot professionnels…
» Monsieur le Président, chers collègues
Nous vivons une séquence où nos concitoyens semblent partagés.
Partagé entre ceux qui s’éloignent de la chose publique convaincus qu’ils sont que le vrai pouvoir est ailleurs, ceux qui entonnent les trompettes de la démagogie ou de la nostalgie de l’ancien régime, ceux qui restent en attente d’un récit d’avenir dégagé des ornières du vieux monde.
Le blocage provisoire de la mise en place de la TAXE CAMIONS est, de ce point de vue, emblématique.
Emblématique de l’indécision de l’exécutif. Emblématique de l’aveuglement de forces sociales conservatrices.
Emblématique du manque de scrupules et de vision d’avenir de l’opposition parlementaire.
La palme de la malhonnêteté politique revient à Jean Louis Borloo, qui s’est précipité, dès le premier fumigène, à brûler ce qu’il avait adoré et créé. L’histoire jugera sans doute sévèrement l’opportuniste. La justice elle, se penchera sur les détails du marché passé par l’ancien gouvernement pour exploiter la taxe.
Par la grâce du PPP alors décidé, la concession affecte 20% des recettes de la taxe à l’opérateur choisi.. à comparer avec le coût de collecte du fisc français évalué, c’est l’un des meilleurs du monde, à 1% !
Ceux qui ont crié haro sur le baudet ou ont reproché au gouvernement, comme on vous a entendu le faire, Bruno Lemaire, tel un pompier pyromane, de « mettre le pays à feu et à sang », sont maintenant appelés à éclairer le public sur ce singulier montage.
Le Président de l’unique Région gérée par l’UMP, l’Alsace, est lui aussi sans doute en attente de vos lumières.
La Région Alsace, voisine de l’Allemagne et de la Suisse qui roulent à l’éco-taxe et ne sont pas ruinées, avait souhaité, dès 2005 expérimenter cette taxe pour éviter de se trouver réduite à la fonction de « couloir à camion » pour tous les transporteurs contournant l’axe taxé. Elle se retrouve démunie, trahie.
Les 6 Etats européens qui taxent le transit de camions disposent des ressources nécessaires à l’entretien des infrastructures.
Car enfin, faut il le rappeler aux bonnets rouges comme aux bonnets d’ânes, les camions dégradent entre 20 et 100 fois plus les chaussées que les voitures.
Faire en sorte que les utilisateurs principaux du réseau routier en paient l’usage tout autant que la SNCF le fait à RFF, relève de la plus élémentaire logique de concurrence loyale et régulée.
Mmes et Mrs les élus de l’UMP/UDI … et du Front National, soyez clairs, expliquez donc aux contribuables qu’il est logique qu’ils payent les infrastructures en lieu et place des transporteurs.
Informez au passage vos amis du Medef, section BTP, que renoncer à cette taxe, c’est, pour notre Région, tirer chaque année un trait sur une quote-part de 40 millions d’euros dédiés aux chantiers d’infrastructures.
S’agissant des forces sociales conservatrices à l’origine du blocage...
Au prix de nouveaux retards infligés au développement économique social et agricole de la Bretagne, les sections locales du Medef et de la FNSEA ont presque réussi à faire passer des vessies pour des lanternes aux français, en leur faisant croire que la taxe camions était responsable des difficultés du secteur agro alimentaire.
On a malheureusement constaté ce week end que 1000 emplois étaient menacés chez le producteur de poulets Tilly-Sabco. La taxe camions n’y est pour rien.
Le système qui n’est pas soutenable, qui menace de s’effondrer, c’est le système dont le modèle économique repose sur l’exportation massive, subventions européennes à l’appui, de poulets de mauvaise qualité. Ce qui n’est pas soutenable et menace de s’effondrer, c’est le système intensif de production porcine qui privilégie le transfert à bas prix par camions vers l’Allemagne de 700 000 porcs par an, plutôt que leur abattage en Bretagne, au prix de la fermeture de la moitié des abattoirs locaux. Ce qui n’est pas soutenable et pas admissible c’est qu’une minorité d’industriels sans scrupules envisagent de réduire une région entière à la vocation de produire du minerai alimentaire.
La mise en place de la taxe camions est nécessaire, elle incitera à produire local.
Les industries alimentaires, pas seulement en Bretagne, c’est aussi le cas dans notre Région, ont besoin de re-connecter à leurs terroirs, de co-construire une prospérité partagée avec les producteurs engagés dans la voie de la qualité. Voilà comment on contribuera à défendre l’emploi. En ayant à l’esprit cette déclaration de la CFDT Bretagne qui refusant de s’associer à la manifestation de Quimper déclarait « aux cris indécents des patrons qui ont le plus meurtri et la Bretagne et le corps de leurs salariés, nous préférons la voix des entrepreneurs et des producteurs qui anticipent, agissent, créent de l’emploi et qui pourtant peinent à se faire entendre » .
C’est vers ces salariés, ces producteurs et ces entrepreneurs, qu’il faut concentrer l’action publique.
S’agissant de l’indécision de l’exécutif.
Parlons clair : au regard des enjeux, la décision annoncée par le Premier Ministre est, elle aussi, insoutenable. Et je ne la soutiendrai donc pas.
Plus que le report final, ce qui est problématique dans cet épisode c’est le vide de discours politique, la quasi absence de vision d’avenir, et donc, de la pédagogie qui va avec.
Hormis quelques tentatives méritoires du Ministre de l’agriculture en début de crise, on a ensuite essentiellement entendu le silence. Silence du Ministre des Transports qu’on souhaiterait plus actif à promouvoir le report modal du fret. Silence incompréhensible du Ministre de l’Environnement alors que l’OMS venait de confirmer, le 17 octobre, que la pollution de l’air par les transports est la première cause de cancers du poumon…
Le risque de ne rien changer, voilà bien le risque principal qu’il nous faut conjurer.
Nous déplorons un autre arbitrage rendu, sur la TVA SUR LES TRANSPORTS COLLECTIFS
N’en déplaise à tous ceux qui aiment à caricaturer les écologistes comme des amateurs de taxes, nos parlementaires se sont battus pour un taux réduit à 5% comme ils l’avaient fait avec succès en obtenant la réduction à 5,5% de la TVA sur les travaux de rénovation énergétique, en répondant aux demandes des professionnels et aux nécessités de la transition énergétique.
La décision de la passer à 10% obéit sans doute à une insondable logique issue du tréfonds de Bercy. Reste que la décision est politique et n’est pas soutenable.
Elle s’inscrit en faux contre les efforts déployés depuis des années, dans les Régions et dans les inter-communalités, pour inciter les citoyens à préférer le train ou pour le tram pour aller bosser ou étudier.
Elle renchérira fatalement le cout et le prix des voyages, qu’il soit supporté (cela semble difficile) par les usagers ou par les collectivités AOT.
Notre ancien Président, Alain Le Vern, planche désormais sur l’avenir des TER et des trains inter-cités, je lui adresse donc un clin d’oeil pour lui souhaiter bonne chance.. et bon courage : cette dernière décision ne va certainement pas te faciliter la tâche ! Le règlement de notre assemblée ne prévoyant pas formellement l’expression de vœu, je forme celui, chers collègues, que chacun de vos groupes se joigne à notre désapprobation.
Au chapitre des transports, je me dois par ailleurs de signaler à notre assemblée que notre groupe, aux cotés d’EELV Haute-Normandie, à saisi la commission nationale du débat public d’une demande de création d’une commission spéciale et d’un DÉBAT PUBLIC SUR LE NOUVEAU PROJET DE LIAISON A 28 – A 13.
Des demandes parallèles ont été faites par la fédération régionale des associations de protection de la nature et de l’environnement mais aussi par les associations de riverains et par les élus concernés par ce nouveau tracé.
Ce Débat public est.. incontournable. La décision, là encore, ne saurait être prise au vu des seuls intérêts catégoriels, mais aussi au regard de l’intérêt général et de celui des générations futures.
Ultime remarque, j’y tiens, deux mots d’un « mouvement social » qui est lui emblématique d’une certaine façon de « faire France » en ce début de siècle. Je parle de la GRÈVE DES CLUBS DE FOOT PROFESSIONNELS annoncée pour la fin du mois.
Ils ont le soutien de la richesse la plus insolente et la plus inconsciente. Ils se (nous) couvrent de ridicule et salissent les millions de licenciés et pratiquants du foot amateur.
Ils prétendent faire la grève en ignorant ce qu’elle coute aux salariés qui vivent de leur travail.
Le Pdt du HAC étant l’une de leurs figures de proue, je vous propose, élus et décideurs publics, dans chacune de nos collectivités, que nous décidions quant à nous la grève des subventions à ces entreprises si peu respectueuses et si méprisantes du bien public.
