SETCO : des salariés heureux et coopératifs !
J’ai vécu ce matin un moment privilégié dans l’entreprise SETCO qui se se situe au Houlme dans l’ouest de l’agglomération rouennaise. Aux cotés du patron cédant et du repreneur, je représentais la Région lors de la conférence de presse organisée par l’union régionale des Scop (URSCOP) afin de présenter la transmission en SCOP de cette entreprise spécialisée en fabrication et pose de menuiseries aluminium.
Bernard Rio, le patron cédant, et Bertrand Challoy le gérant élu par les 26 salariés associés, ont raconté la belle histoire de cette évolution.
Le souhait du propriétaire de préserver l’outil de travail et les emplois du risque social lié à un rachat partiel par un groupe ou par un concurrent, sa confiance dans ses collaborateurs et compagnons de travail, sa rencontre fortuite avec l’Urscop, d’abord partenaire encourageant puis négociatrice exigeante au nom des repreneurs, sa décision de se désinvestir progressivement, le regard nouveau des salariés qui le considèrent aujourd’hui comme un « sachant » et déjà plus comme le patron.
Bertrand Challoy, qui travaille dans l’entreprise depuis 20 ans, a témoigné de la réponse qui fut la sienne lorsque son boss lui a proposé de reprendre : « à titre individuel ça ne m’intéresse pas, mais à titre collectif pourquoi pas !« . Près d’une année fut ensuite consacrée à la démocratie participative, indispensable pour informer et convaincre tous les collègues. A des compléments de formation, nécessaires pour se familiariser avec les équations économiques et pour gérer avec efficacité. A la négociation cédant-repreneurs. A la finalisation du tour de table financier. Le tout avec l’appui suivi de l’Urscop et l’aide de Rouen initiative chargée du dossier de demande d’aide à la Région.
Les deux, avec quelques autres salariés présents ont décrit à merveille l’état d’esprit de ces salariés heureux et plus motivés que jamais. Au nom de la Région Haute-Normandie, je les ai chaleureusement remerciés, dans le contexte social et économique difficile du moment d’être des « apporteurs de bonne nouvelle » en faisant la démonstration que l’esprit collaboratif, coopératif, solidaire, n’est pas antinomique avec l’efficacité et la réussite économique mais qu’il en constitue au contraire un facteur de succès.
J’ai confirmé que la Région délibèrerait le 17 mai en faveur d’une subvention totale de 80 500 euros aux 26 salariés sur le principe « un €uro Région pour chaque €uro investi par un salarié associé » dans le capital social de la Scop.
Ce dispositif Région coopérative consécutif à l’accord de majorité régionale de 2010, créé en 2011, a été mobilisé pour la première fois fin 2012. En 18 mois, il a depuis fait effet levier sur la création ou la transmission de 8 nouvelles Scop et Scic (4 créations, 2 transmissions, 2 reprises d’entreprises en difficulté à la barre du tribunal). 210 emplois ont ainsi été créés ou maintenus. Le total des subventions Région au titre de Région coopérative s’élevant à 428 825 euros.
L’entrepreneuriat coopératif séduit de plus en plus de créateurs d’entreprises et représente aussi une solution à la portée des nombreux chefs d’entreprise qui se préparent à prendre leur retraite dans les 10 ans à venir et souhaitent le faire dans les conditions les plus protectrices de leur outil de travail et de leurs salariés. Et d’ailleurs, comme le faisait très justement remarquer Bernard Rio, le statut de SCOP c’est aussi un moyen de définitivement protéger une entreprise des aléas des cessions liées à des départs en retraite ou à des changements de chefs d’entreprise qui interviennent parfois successivement à plusieurs reprises en quelques années.
La démocratie dans l’entreprise, le partage exclusif des fruits du travail entre l’investissement et les rémunérations des salariés, la protection de l’emploi contre les délocalisations… voilà des arguments qui pèsent et sont à même de convaincre un nombre croissant d’entrepreneurs et de salariés. En Haute-Normandie, depuis 5 ans, le nombre d’entreprises sous statut coopératif a doublé avec l’appui des politiques volontaristes mises en oeuvre par la Région (partenariat pluri-annuel avec l’Urscop, aide Région coopérative, aide régionale à l’ESS, appel à projets éco-région-solidaire, appui de l’Adress...) pour atteindre aujourd’hui la quarantaine.
Au regard de la situation de l’emploi, de la pyramide des ages qui appelle de nombreuses retraites et transmissions, de l’appétence croissante de jeunes créateurs pour « l’entreprendre autrement », sous condition de poursuivre le travail d’information et de promotion de la solution coopérative, on peut affirmer que le développement coopératif est une opportunité très conséquente, une véritable chance pour créer de l’emploi durable dans notre région.
