Parler d’écologie
Le 25 avril dernier, les écologistes réunis pour la première fois de leur histoire à l’échelle normande décidaient de la stratégie électorale qui sera mise en oeuvre pour les régionales de décembre prochain. Nous avions à nous déterminer entre deux options : la recherche d’une alliance avec les formations du Front de gauche ou la pleine autonomie de l’écologie et la recherche d’un rassemblement écologiste et citoyen. Je soutenais cette seconde option qui a été adoptée par la majorité des adhérents. Ce choix, c’est tout à fait compréhensible, est interrogé, dans toutes les familles de la gauche. Ci dessous, les éléments d’une contribution au débat EELV d’avril qui répondra peut être à quelques unes de ces interrogations.
Une campagne pour PARLER D’ECOLOGIE
Six mois avant la COP 21, nos concitoyens sont fondés à se demander si les écologistes politiques, suivant l’adage chiraquien, ne « regardent pas ailleurs alors que notre maison brûle ».
Les piétinements sous les fenêtres de l’Elysée et de Matignon de quelques parlementaires Verts en quête de ministères, en sont la dernière et pathétique illustration. Mais les mois précédents au cours desquels quelques unes des principales figures d’EELV ont battu les estrades et monopolisé la parole verte en laissant croire qu’une alliance nationale EELV-Mélenchon-Pierre Laurent pouvait faire sens et constituer un débouché politique ont aussi altéré notre crédibilité.
C’est un peu comme si le reflux apparent des questions écologiques dans le débat public nous impressionnait tellement qu’il nous précipitait à diluer notre propos quand il faudrait le qualifier.
Car si l’écologie « patine », elle n’en continue pas moins à travailler en profondeur la société française. Le paradoxe n’est qu’apparent, le reflux se produit dans une société qui s’écologise. Les écologistes que nous sommes feraient donc meilleur usage de leurs visions d’avenir et de leurs énergies, à travailler sérieusement, en confiance, et avec enthousiasme, sur l’identification et la levée des blocages qui font croire aujourd’hui -mais demain ?- que la société serait rétive à la transition écologique.
L’ « utilité sociale » de l’écologie politique aujourd’hui comme demain, c’est bien entendu de se faire la porte voix et le relais des luttes environnementales et écologiques. C’est de surcroît parfois, et de plus en plus fréquemment, de se retrouver en situation de faire la pédagogie du changement. En assumant la conflictualité induite mais aussi la négociation de la transition avec ceux pour qui elle ne va pas de soi parce qu’elle heurte des intérêts ou des habitudes : des industriels et des patrons de PME, des syndicalistes, le monde agricole, les autorités organisatrices de transports, les aménageurs, les élus locaux … Franchir ce palier, pour être en capacité de « mettre » notre nouveau territoire normand « en transition », tel est le défi, l’enjeu, du prochain ou des deux prochains mandats régionaux.
Conjurer le risque de régression sociale et écologique porté par la droite et par l’extrême droite suppose de mettre en perspective une ambition exigeante qui relie la cohésion des territoires normands et la transition écologique.
La stratégie utile, est donc clairement de prendre notre part dans une coalition de second tour des gauches et des écologistes qui soit gagnante et garante de notre participation au futur exécutif avec une capacité d’influence renforcée. Objectif ambitieux et atteignable.
Oui il faudra y aller, mais « ne pas y aller les mains vides ». Et, ne pas y aller les mains vides , en clair, c’est y aller nourris par un projet « pleinement écologiste » validé par les électeurs et incarné par le nombre plus élevé possible d’élus écologistes.
Et c’est à cette dernière aune, et seulement elle, que nous devons selon moi, mesurer les options de tactique électorale qui font le miel de nos échanges.
L’option d’un accord de premier tour avec le parti socialiste ou avec toute la gauche n’est posée par aucune des motions soumise à notre assemblée générale. Dont acte.
Reste à choisir entre deux options : celle d’un accord de premier tour « type Départementales » avec le Front de gauche et ses diverses formations, le PCF étant de loin la principale, celle d’une liste autonome de « rassemblement écologiste et citoyen » qui a sans hésitation ma préférence. Pour les 2 raisons évoquées précédemment : la nécessité d’être légitimés par un vote des électeurs en faveur d’un projet « pleinement écologiste » et la nécessité pour peser, que les élus écologistes soient les plus nombreux possible.
A grands traits, l’option alliance avec le Front de gauche présente à mes yeux trois inconvénients majeurs :

En dépit des « évolutions » supposées ou réelles des formations qui le constituent, celles-ci sont – pourquoi leur reprocher?- d’abord orientées par une ligne de combat « anti capitaliste » que nous pouvons certes parfois partager mais pas toujours et pas au point d’en faire la pierre angulaire du projet. Une alliance EELV-FDG aurait pour effet mécanique, dès lors que nous devrions négocier un projet commun, de déplacer le curseur vers moins d’écologie quand il faut en faire plus ;

Prendre l’option d’un accord avec le FDG, c’est prendre le billet d’un train de négociation qui nous emmènera en voyage des semaines et peut être des mois. N’en doutons pas, on négociera (un peu) sur le projet, et (beaucoup) sur la répartition des candidats et des postes, avec toutes et avec chacune des formations jusqu’au risque du départ en campagne retardé d’un rassemblement .. lézardé avant même d’avoir produit une quelconque dynamique.

Les départementales, en dépit de résultats très honorables, ont effet confirmé que l’union électorale EELV / FDG ne fait pas le plein, que 1 + 1 n’égale pas deux. Il n’est pas nécessaire d’être expert pour anticiper qu’une union aux régionales, même si elle parvenait à se réaliser sans trop de déchirements, aboutirait à une représentation écologiste mécaniquement minorée.
Il apparaît en conclusion sage de faire le constat que les alliances qui ont été testées parfois avec succès, dans des configurations locales et cantonales ne sont, ni réalistes, ni souhaitables, au premier tour, à l’échelle de notre région. Et elles ne sont de surcroît pas nécessaires dans le contexte de mode de scrutin proportionnel à deux tours.
Les Régions vont être renforcées par la loi dans leur rôle pour l’aménagement durable des territoires, la mobilité, la transition énergétique, les milieux naturels, l’économie, l’agriculture..
Ne nous trompons pas de campagne : d’ici décembre, il ne s’agira pas de censurer les années Hollande ou de préparer 2017 mais de parler de l’avenir de la Normandie et d’écologie.
Le débat citoyen qui va précéder la COP 21 peut créer un contexte propice pour une belle campagne autonome, qui parle d’écologie.
Il y a mieux à faire que nous prêter au jeu des négociations de cartels entre micro appareils politiques qui ne mobilisent et n’intéressent plus que les militants.
Appuyons nous sur ce qui bouge dans nos villes et nos territoires ruraux.
Inscrivons nous activement dans de nouvelles alliances sociales et sociétales sur le moyen
terme. Affirmons un rassemblement écologiste et citoyen mobilisé et force de proposition.
