Faut-il sauver le secteur automobile ? D’une écologiste, on craint sans doute une réponse sans nuances. Après tout, je plaide depuis longtemps pour que nous libérions nos habitudes de l’emprise de la voiture : plus de transports en commun, plus efficaces, et moins d’étalement urbain, qui allonge les distances sans améliorer la qualité de vie. Moins de gaspillages d’énergie, moins de pollutions.
En octobre, les ventes de voitures sont partout en chute libre : recul de 7,3 % des immatriculations en France, de 19 % en Italie, moins 19, de moins 23,8 % en Espagne. La déprime est générale, et plus grave encore aux Etats-Unis, où la voiture a nourri l’imaginaire comme nulle part ailleurs : la chute est de 30% pour Ford, de 31% pour Chrysler. General Motors a vu ses ventes dégringoler de 45 % le mois dernier. C’est une industrie entière qui s’écroule.
Je le dis tout net, je ne m’en réjouis pas. Je pense d’abord aux milliers de salariés qui – chômage technique d’abord, licenciement ensuite – seront les premières victimes du déclin, pourtant prévisible, de l’industrie automobile .
Une fois encore, la catastrophe est née de l’imprévoyance. Le meilleur exemple est à Sandouville, en Normandie. Qui pouvait sérieusement penser que l’avenir de la filière était encore dans la production de berlines puissantes, gourmandes en carburant et grosses émettrices de gaz à effet de serre ?
C’était la meilleure des stratégies pour garantir l’emploi, affirmaient les dirigeants de Renault aux salariés. Ils se sont lourdement trompés. Mais ce sont les salariés qui paieront la plus lourde part de la facture.
Le chômage qui va frapper massivement le secteur automobile n’a pour origine ni la crise des subprimes ni la conjoncture économique et sociale. Il résulte de l’inconséquence des dirigeants du secteur, incapables d’adapter leurs entreprises aux lourdes mutations qu’elles doivent affronter. Des dirigeants qui se sont trop longtemps contenté de présenter de mignons prototypes de véhicules « verts » au Salon de l’auto, quand toute leur stratégie commerciale restait tournée vers les véhicules gloutons, 4/4, monospaces et autres berlines
Dérèglements climatiques, pollutions de l’air en zones urbaines, pétrole cher : penser, dans un tel contexte, que l’industrie automobile ne devrait rien changer relève au mieux de l’incompétence, au pire de la négligence coupable.
L’urgence est là : le climat se dégrade plus vite encore que prévu, les prix de l’énergie – car l’accalmie ne sera que passagère, chacun en convient – pèsent très lourdement sur le budget des ménages. Dès lors, la question n’est plus de savoir s’il faut changer, mais comment.
La meilleure façon de défendre les salariés de l’automobile – et ceux des autres secteurs touchés par la crise, ce n’est pas de faire croire que rien ne doit changer ; c’est anticiper la mutation, construire les solutions permettant la conversion des activités et des personnels, et préparer une économie différente, adaptée à un monde qui sera différent, une économie plus sage, adaptée à un monde qui j’espère le sera aussi.
